Yes Adon, you can still get class 3's; it is still federally legal. And it has nothing to do with their date of manufacture. The general sticking point for obtaining a class 3 is the area in which you live. The "final step" in the process is to have the CLEO (Chief Law Enforcement Officer) in your area sign off on your application before sending to the Fed's. In some areas, or some states, the CLEO's have been instructed never to sign off. So while it may be legal, since you can't complete the process you don't get the toy.
