I'm sure Atelo, Dartagn, or some other tech savy person has one of those command line prompts (correct terminology?) for the 'run' application that can help diagnose the problem, but have you tried checking your bandwidth on a website connection speed tests (eg cnets) on various terminals to check if its computer/application based rather than an actual hardware or connection problem?

For the past week or my connection speed has taken a nose dive, and it seems to be hardware/connection based. All of the wifi (the only connection to my modem) compatible pieces are maxing out at 2.5mps on my n-band router, and its really starting to piss me off. I need to check if I somehow downgraded my connection speed with the ISP or if I managed to mess up my router's settings. I'm too lazy/busy to delve into the problem since I haven't had to involve in any bandwidth intensive activities lately. Not being able to stream video is annoying, but at least I'm putting my dvd collection to some use. Though if my girlfriend complains about getting crap quality skype/iphone facetime connections with her parents I might just strangle her, especially after an incident involving me in a towel after a shower.

I was having a similar issue with my Clear (formerly Clearwire) service, finally figured out they had a network problem with the following command at the command prompt:

tracert http://www.google.com

This showed that there was a network timeout happening from my modem to the Clear network, and 2nd level said "This is a problem with our network, we'll get back to you within 10 days." Well, 12 days later, I called to cancel Clear service, because they hadn't contacted me yet, the problem was still there, and my in-game latency was varying from 300 - 3500 ms. :blech: At which point they tried to tell me that they were limiting my connection because I had been classified as a "bandwidth hog". Really? playing WoW on three systems makes you a bandwidth hog? Get out of my house. :D

:D that's the thing - this would show up when I could demonstrate that the systems in the house weren't transferring anything in or out. And Clear was trying to get an Early Termination Fee out of me until I offered to send a complaint letter to the Better Business Bureau and the state Attorney General's office if they billed me for that after not saying anything about my usage until I was trying to terminate service. Suddenly, they decided that waiving the ETF would be a good idea, and they're now disconnected from our place.

If it was cable it was probably the DA that did it. They have contracts with the city and if enough people complained to the right people they could lose said contract that lets them have a monopoly in the area.
And gone.
