Looks like the PTR finally has a release candidate out today.. so earliest 4.1 will hit is probably end of this month.
And remember this is not firelands tier 2 raiding people, that's 4.2.
And gone.

They still have not rereleased ZG and ZA?

Nope, ZA is still a lvl 70 raid for now. This will be a big content update, all but the firelands raid/dailies that they had planned.
And gone.
